Pallets: Heat treatment, it's the law

IOS invests in customers
In mid-2004, IOS inaugurated a wood heat treatment unit in anticipation of a new customs regulation. The expanded plant and staff is already in compliance with the new regulation and can handle a higher volume of certified pallet processing while offering uninterrupted service to current customers. This rule is quickly becoming an international specification to prevent cross-border exchange of insects.

New Wood Packaging Standard — ISPM 15
According to the Animal and Plant Health Inspection Service site:
Effective September 16, 2005, wooden packaging materials (e.g., pallets, crates, boxes, and dunnage) imported into the United States must be heat treated or fumigated with methyl bromide and marked with the International Plant Protection Convention (IPPC) logo and appropriate country code designating the location of treatment. Additional paper certifications will not be required.

Economical, safe, recyclable
Used for transportation and distribution of all sizes and types of products, pallets offer an economical, safe, environment-friendly way to get items from Point A to Point B. With the new ISPM 15 regulation, Mexico is expecting less unauthorized tree-cutting, because only the higher-end, legitimate businesses will qualify to harvest and produce wood for treated pallets.

Border requirements
Certified, heat-treated pallets will require a seal mark of the International Plant Protection Convention (IPPC) logo signifying they are safe for cross-border transportation.

This law is going into effect around the world, and will apply to Mexico-to-U.S. imports in fall 2005 — delayed from last year to offer a transition period for businesses to find resources to be in compliance with this new standard.
